I have problems killing Pulaski in the mission High Noon. I am stuck in the desert and he flees. The only car I get is a Bandito (Buggy).

I tried to shoot and crush my Bandito into his car, but somehow either he escapes or my Buggy gets destroyed.
I even tried to bring a good car, but somehow I cannot find it once the mission starts.
How can I finish this mission?

The mission shouldn't prove to be a problem while Pulaski escapes driving around in circles..

I have two tips if you are using cheat then type all car blast code cpktnwt a cut scene appear and carl ask him for your wish and then kill him but if do not use cheat then just chase him I have do this mission with both methods. I have completed san andreas 3 times first time intake two or three months second time in 3 days 3 time in 2 daysso if you any problem just ask me but make

Officer Edward 'Eddie' Pulaski (October 8, 1953 - 1992) is a supporting antagonist in the videogame Grand Theft Auto: San Andreas.
He was a senior police officer of the Los Santos Police Department and the co-leader of C.R.A.S.H. who served as the personal subordinate of Frank Tenpenny.
He was voiced by the late Chris Penn, who also portrayed Floyd in the movie Beethoven's 2nd and Clive Cobb in Rush Hour.
Biography
Pulaski was once a non-corrupt cop before joining the C.R.A.S.H. unit under Frank Tenpenny's leadership; Tenpenny slowly manipulated Pulaski and turned him into a corrupt cop just like Tenpenny himself.
In 1992, during Hernandez's initiation in The Introduction, Pulaski joins Tenpenny in forcing the idealistic recruit to shoot Officer Ralph Pendelbury, their former partner (and would-be informant). Pulaski assisted Tenpenny in helping the Ballas run drugs into Los Santos. He is also present when the hit on CJ and Sweet Johnson's mother is called. Hernandez, who suffers constant harassment by his C.R.A.S.H. 'partners', reports Tenpenny and Pulaski to Internal Affairs.
The three cops drive out to the desert ghost town of Las Brujas during the mission 'High Noon' to collect the evidence the FBI compiled on them from CJ. Tenpenny hits Hernandez in the back of the head with a shovel the second he leaves the car, saying he sold them out. Tenpenny drives off, leaving Pulaski to hold CJ at gunpoint and force him to dig Hernandez's (and subsequently his own) grave.
CJ tries to reason with Pulaski and convince him that Tenpenny will kill him too in order to silence the last person who knows about his corruption, but Pulaski does not believe him and refuses to listen. Hernandez suddenly springs to life and tackles Pulaski in order to help Carl, but Pulaski fatally shoots him. Now only CJ and him, Pulaski runs to his car and drives away. When CJ chases after him, Pulaski tries to convince him that he only didn't kill him due Tenpenny's intervention and spews vile statements about CJ's mother and sister, the latter whom Pulaski admits having liked her and having photographed along her boyfriend Cesar Vialpando as 'two horny chihuahas'.
Enraged, CJ runs Pulaski's car off the road and mortally wounds him. In his final moments, CJ asks 'any last requests?'. Pulaski asks CJ 'Can I f**k your sister?', to which CJ retorts 'You're an a$$hole to the end' and kills him by a stomp to the head. Though this is the canon outcome of Pulaski's death, Carl can also knock his car off the highway into the sea, where Pulaski ends up drowning upon exiting from his car, thus omitting his death cutscene.
Later when Tenpenny is mentioned getting into court where he along with Pulaski himself were charged with several offenses it is mentioned on the news that Pulaski along with Jimmy Hernandez were believed to be on the run when in fact Pulaski and Hernandez are both dead eventually the charges against Tenpenny are dropped triggering a riot in Los Santos. Shortly after Big Smoke's death and before Tenpenny's own, Tenppeny remarks that he knows that Carl killed Pulaski and shows no pity for his most loyal subordinate's death, demonstrating that Carl's warnings to Pulaski were right: Pulaski meant anything for Tenpenny.
Personality
Pulaski is a violent and trigger-happy thug. While Tenpenny is depicted as a megalomaniac who lacks a conscience, Pulaski is merely a degenerate, ignorant thrill seeker. There is little to suggest that Pulaski ever thinks for himself or has insight into the events surrounding him. He is a racist and joins his partner in calling Officer Hernandez racial slurs.
Pulaski, fully indoctrinated into Tenpenny's approach to police work, has a high level of deluded trust in the man and considers him a close friend. He is the only character Pulaski actually seems to respect. However, Tenpenny measures people only by how useful they are to him, and Pulaski is useful so long as he helped Tenpenny cover his back. In 'The Introduction' Pulaski calls Tenpenny 'pal', to which Tenpenny says, 'Pal?! I'm your superior officer and don't you forget that sh*t!' Pulaski also shares Tenpenny's belief that CJ and people like him are at best useful idiots and at worst less than human.

Frank Tenpenny, also known as Officer Tenpenny and sometimes called Frankie, is the main antagonist of the hit 2004 video game Grand Theft Auto: San Andreas. He is the ruthless, manipulative and nefarious leader of the CRASH Unit and a senior corrupt police officer of the LSPD and he is Carl Johnson's archenemy.
He was voiced by Samuel L. Jackson, who also portrayed Richmond Valentine, Abel Turner and Elijah Price.
Biography
Tenpenny was a corrupt cop working for the LSPD division, C.R.A.S.H. He has Eddie Pulaski and Jimmy Hernandez by his side.
He confronts Carl Johnson when he tries to get home, accusing him of bringing drug money. He and his accomplices take him to Ballas territory and drop him there and frames him for Officer Ralph Pendulbury's murder (who threatened to expose the units true motives and was killed by Jimmy Hernandez on orders from Tenpenny) which allows Tenpenny and his henchmen to manipulate CJ for quite some time, From that point, Tenpenny and his henchmen would appear in various points such as telling CJ and Ryder about a train with weapons would be coming, leaving Big Smoke's house, and ordering CJ to kill a foreigner in a warehouse. Later he and Pulaski assist the Ballas run drugs in Los Santos
Later, he is seen in the garage of the Green Sabre with Big Smoke and Ryder, revealing that Tenpenny had orchestrated the hit that would kill CJ's mother (the actual target being Sweet, CJ's older brother and leader of the GSF), crossing the Moral Event Horizon, after a gang fight with the Ballas with ended with Sweet being shot, Tenpenny arrests CJ and takes him into the mountains. From that point on, he orders him to murder or arrest anyone who would try to expose his evil deeds or he will have Sweet be put in a Ballas cell block.
Tenpenny has CJ meet him and Pulaski in the deserts in Las Venturas where Tenpenny attacks Hernandez for betraying him and orders Pulaski to kill him and CJ. He leaves him there where Pulaski is later killed by CJ.
Later, it is mentioned that he gets into court and he and Pulaski (unless CJ knows otherwise who previously killed Pulaski) were charged with corruption, sexual assault, narcotics and racketeering, but the charges are dropped to the murders or disappearances of the people who try to expose him. This triggered a riot in Los Santos, meant to be a rather obvious nod to the infamous 1992 Los Angeles Riots. Tenpenny confronts CJ in Big Smoke's hideout, telling him he plans to leave town. On the top of that, he has new recruits. He attempts to kill CJ by shooting him with a shotgun, but CJ tricks Tenpenny by yelling Sweet's name thinking Sweet is behind him and CJ was able to miss Tenpenny's gunshots, he then attempts to kill him in an explosion of the hideout, but failed as CJ was able to escape unharmed. Sweet doesn't accept his getaway so he climbs up to his firetruck. CJ rescues him and battles Tenpenny through town shooting at cops trying to kill them. Eventually Tenpenny loses control of the firetruck which ends with the firetruck falling of a bridge and crashing into the GSF territory. Tenpenny climbs up the wreckage and rants about how he should clean town of crime before finally dying of his wounds.
CJ was about to shoot Tenpenny but Sweet tells him not to, leaving it as 'he killed himself in traffic accident no one to blame' so the Grove Street Families would not be involved with Tenpenny's death and leaves the scene of Tenpenny's death to go get something to eat, CJ then confronts the now deceased Tenpenny one final time he points his finger and circles it over his head sarcastically saying 'see you around.. Officer'. He the goes joins the others to get something to eat.
It was later revealed that after the riots were over Tenpenny's corpse was mutilated and stripped by the homeless.
Personality
At the start of the game where CJ is arrested, Tenpenny says to CJ, 'Welcome home Carl, glad to be back? You haven't forgotten about us, have you boy?' Carl replies with, 'Hell no, Officer Tenpenny, I was just wondering what took y'all so long.' Tenpenny claims that his approach to the job is about 'percentages' and that his philosophy calls for overlooking some crime to achieve a greater good. It appears that he believes what he says, but in reality Tenpenny and his unit are corrupt to the core and terrorize gang leaders in a fashion much like a gang themselves, except with the power of law enforcement behind them. They can kill indiscriminately and are skimming the profits from the rival gangs. Tenpenny himself is a polluting influence, convincing good cops to abandon their ideals and assist in his crooked and self-serving pursuits. He shows a callous disregard for the people surrounding him, particularly those like Carl whom he has power over. He sees such people as tools and eliminates all of those who either outlive their usefulness to him or get in his way, even including his own fellow officers. Tenpenny exhibits megalomania and considers himself above the law. He believes that because he does good work, he is entitled to enrich himself at the city's expense.
